A critical moment for the Giallorossi, which has suffered another blow.

The Council of State has rejected the appeal filed by the Unione Tifosi Romanisti (UTR) and the Associazione Italiana Roma Club (AIRC).

The two organized fan groups had challenged the decree banning Roma fans from traveling to away matches before the Regional Administrative Court (TAR), seeking to restore their right to follow the team away from the Olimpico during this crucial phase of the season.

The text of the ruling states: “The ruling challenged before the TAR is motivated by the serious incidents of violence that occurred on January 18, 2026, as well as various other past incidents involving Roma fans, both in Italy and at international matches. Last year, there were also four incidents of predatory attacks on commercial establishments, carried out by Roma fans while traveling for away matches.”

The Council of State ruled that the decision to ban Roma fans from away matches falls within the proper exercise of “administrative discretion to prevent disturbances of public order.”

According to the magistrates, the duration of the restriction appears “reasonable” and proportionate to the seriousness of the alleged offences.

The final passage states: “When weighing the various interests at stake, the priority of safeguarding public order must be emphasized over the desire of fans to attend live football matches; this also takes into account the specific nature of the specific case and the fact that the Serie A championship will conclude in just over two months.”
